Why do supporters say it is a violation of human rights for illegal to receive a ticket for no license?

What is stupid about this whole thing... the illegal was claiming in-state tuition....and cheating the state out of what they should be collecting and activists, the church all said no laws were broken here and the girl had a right to get preferred treatment under the human rights concept
